An ADU Boost pilot program opens for Brunswick residents with help from Bangor Savings Bank and Midcoast Council of Governments.
Homeowners in Bath, Brunswick, and Rockland now have a new opportunity to expand their housing options with the launch of the ADU Boost Pilot Program, a partnership between the Midcoast Council of Governments (MCOG), Bangor Savings Bank, and local pilot communities. The program provides financial tools and guidance for eligible single-family property owners interested in building Accessory Dwelling Units (ADUs)—self-contained living spaces on their property, whether they have a mortgage or own their home outright, without refinancing.
By creating new long-term rental units, the program aims to both strengthen household financial stability and address the region’s growing housing needs.
Through ADU Boost, participating homeowners may qualify for fixed-rate mortgage financing from Bangor Savings Bank an Equal Housing Lender, paired with an incentive grant equivalent to 10% of the qualified costs—up to $10,000. The program also administers support from start to finish, including cost and timeline reviews as well as project inspections conducted by a thirdparty specialist, OnTarget Systems. Eligible households must finance at least $50,000 in project costs, meet Bangor Savings Bank’s financing criteria, and have household incomes at or below 150% of the area median income at the time of reservation. ADU’s must also meet structural guidelines. Rental units created through the program must be offered as long-term housing, not short-term rentals.
“Innovative housing solutions like the ADU Boost pilot program allow us to support both families and communities,” said Alexis Mann, Senior Policy Strategist for the Midcoast Council of Governments. “Homeowners gain financial empowerment while towns benefit from an expanded stock of local rental housing.”
“We’re proud to partner with the Midcoast Council of Governments on the ADU Boost Pilot Program to help homeowners invest in their futures,” said Tuck Hood, Mortgage Loan Officer at Bangor Savings Bank. “This program opens the door for more families to create rental housing that supports their financial goals while strengthening the housing supply in our communities.” Incentive grant funds are limited and will be awarded on a first-come, first-served basis. Interested homeowners in Bath, Brunswick, and Rockland are encouraged to contact Bangor Savings Bank Mortgage Loan Officers Sue Wixom or Tuck Hood to learn more and apply.

The Cities of Bath and Rockland and the Town of Brunswick do not benefit financially from the promotion of this program; nor will they be involved in any private transaction between an individual property owner and the bank. Property owners should independently evaluate whether this program meets their needs and consult with Bangor Savings Bank on whether they qualify for the benefits offered.
